2026 Publication Series:
Airspace Structure and Operational Implications
This publication series analyzes Thailand’s special-use airspace structure based on AIP ENR 5.1, covering Prohibited Areas (P), Restricted Areas (R), and Danger Areas (D).
It also evaluates the operational implications for UAV operators, helping pilots understand how these airspace classifications affect pre-flight decision-making before conducting drone operations.
White Papers in This Series
This publication series analyzes and interprets the classification of P / R / D airspace areas under AIP ENR 5.1, specifically for UAV operators.
Legal Decision Framework Before Flight
Pre-Flight Legal Decision Model
Before conducting any UAV flight, operators should follow this structured assessment:
• Verify aircraft and operator status
(Registration / Permit / Insurance coverage)
• Review airspace structure
(P / R / D / CTR / TMA)
• Check the latest NOTAM
• Assess special operational conditions
(e.g., night operations / urban areas / proximity to critical infrastructure)
• Determine whether coordination or authorization is required from relevant authorities
Final Output of the Assessment
The evaluation should lead to a clear operational decision:
• Go – Operation may proceed
• Conditional Go – Operation may proceed under specific conditions
• No-Go – Flight should not be conducted
All decisions should be based on legal compliance and aviation safety principles.
Future White Paper Series
DTTC will continue publishing white papers in the following areas:
• Advanced UAV operations
• Regulatory compliance frameworks and risk assessment
• BVLOS operations and specialized mission frameworks
• Legal liability and insurance considerations
