Japan is a country with strict emphasis on safety, public protection, and privacy. Therefore, drone flights are heavily regulated, even for tourism or recording personal memories.

Many tourists bring drones with them to Japan.

But I'm not sure if flights are allowed, where, or what kind of permission is required.

The agency that regulates drones in Japan

Drone flights in Japan are under the regulation of...

Ministry of Land, Infrastructure, Transport and Tourism (MLIT)

MLIT is the main agency that:

  • Establish laws and restrictions on drone flights.

  • Designating no-fly zones.

  • Consider granting permission on a case-by-case basis.

In addition, there are local agencies involved, including:

  • Prefectural Police

  • Local Municipality

  • Owner or caretaker of a property (temple, park, hotel, tourist attraction).

Japan does not have a "drone pilot license for tourists."

Flight operations are subject to area and specific permit regulations.

Examinations, licensing, and registration

  • ❌ There is no drone pilot exam for tourists.

  • ❌ No EU/EASA license.

  • ❌ There is no pilot registration system for general tourists.

Flight zones are not permitted in Japan

No-Fly Zones

  • Densely populated urban areas (DID Area)

  • Around the airport and flight paths.

  • Government buildings and security matters.

  • Temples, shrines, royal palaces

  • Most parks

  • Popular tourist destinations

  • "Most areas in Japan are generally no-fly zones" unless permission is granted.

Areas where flights may be possible.

  • Private area with permission from the owner.

  • Remote rural areas

  • And not within a no-fly zone.
