The CAAT UAS Portal system is the primary mechanism used by the Civil Aviation Authority of Thailand (CAAT) to control and authorize drone flights in Thailand.

All drone operators must understand that CAAT uses more than one type of UAS Portal system, and each system has a clearly defined function.

 

Using the wrong system or omitting any step could immediately render the flight illegal.

ตามประกาศล่าสุดของสำนักงานการบินพลเรือนแห่งประเทศไทย (CAAT) ร่วมกับกองทัพอากาศ กำหนดให้การทำการบินโดรนในพื้นที่ควบคุมของกองทัพอากาศ ต้องดำเนินการขออนุญาตล่วงหน้าผ่านระบบ UAS Portal เท่านั้น

 

มีผลบังคับใช้ตั้งแต่ 1 เมษายน 2569 โดยมีข้อกำหนดดังนี้:

 

  • ครอบคลุมพื้นที่: VTD VTR VTP และ VTRA

  • สามารถยื่นคำขอล่วงหน้าได้ ไม่เกิน 1 เดือน

  • ต้องยื่นคำขอ ล่วงหน้าไม่น้อยกว่า 24 ชั่วโมงก่อนทำการบิน

 

ผู้ปฏิบัติงานทุกคนต้องดำเนินการผ่านแอปพลิเคชัน UAS Portal เพื่อให้การประสานงานกับหน่วยงานควบคุมห้วงอากาศเป็นไปอย่างถูกต้องและเป็นระบบ

 

ข้อกำหนดนี้มีวัตถุประสงค์เพื่อเพิ่มความปลอดภัย ความมั่นคงของห้วงอากาศ และยกระดับมาตรฐานการอนุญาตการบินโดรนในประเทศไทย

Overview of
the CAAT UAS Portal system

CAAT uses the term “UAS Portal” for both systems.

However, in practice, they function as two entirely separate platforms with distinct responsibilities.

 

Many users commonly confuse these two systems due to the similar naming, despite their clearly different purposes and processes.

The difference between
a web portal and a mobile app

To avoid confusion, users should understand the following:

Web Portal

 

    • Register for an account

    • Learn and take the test.

    • Registering UAVs

    • Manage data

​

UAS Portal Application

 

    • Permission to actually fly is requested.

    • Check the area and time period.

    • Use before every flight.

 

Both systems must be used together; it is not possible to choose to use only one system.

Basic requirements before submitting
a Flight Permission application

Before submitting a flight permit application through the UAS Portal app, users must meet the following conditions:

 

Communication equipment is registered with the NBTC (National Broadcasting and Telecommunications Commission).

  • I have a valid CAAT Pilot License.

  • The aircraft is registered with CAAT.

  • Insurance coverage is provided according to legal requirements.

 

If any step is missing, the system will not allow the request to be submitted.

Common mistakes
(that should be avoided)

I passed the test, but I didn't request permission to fly via the app.

  • The UAV has been registered, but the flight permit application has not yet been submitted.

  • After visiting the website, I understand that it can be used as a replacement for the app.

  • They flew claiming to have "the license" but without Flight Permission.

 

CAAT considers granting flight permits based solely on data within the app.

A summary for all drone operators.

Web Portal = System for documentation, knowledge, examinations, and registration.

  • Mobile App = Pre-Operation Flight Permit System

  • Flying without flight permission is illegal, even if you have all the necessary licenses.

 

Understanding the UAS Portal system structure correctly.

  • This will help reduce legal risks and make aviation safer.
