Introduction

From 1 January 2025, the Civil Aviation Authority of Thailand (CAAT) will be introducing new regulations for drone operators. These regulations apply to all drones equipped with cameras and weighing less than 25 kilograms. To legally operate a drone in Thailand, you will need to complete the certification and registration process for your drone.

This guide provides step-by-step practical advice for registering, taking the theory test online and how to comply with CAAT’s updated requirements.


 

Major changes for drone operators

1. Mandatory certification and registration - All drone operators are required to obtain a drone operator's license by passing a CAAT theoretical exam - The drone must also be registered with the CAAT and the registration number must be clearly displayed on the drone.

2. Duration of use - Drone operator license: Valid for 2 years. You must renew your license by retaking the theory exam. - Drone registration: Valid for life. Operators must have valid liability insurance.

3. Exam Details - The theoretical examination will be conducted via online system. 40 questions must pass more than 30 questions. If you do not pass the examination, you can retake the examination after 24 hours. Once you pass the examination, you can print your license through the system immediately.

4. Drone registration number display requirements Registered drones must have a visible registration number engraved or displayed as a sticker, in accordance with CAAT guidelines.

Part 1: Drone Operator License Application

1. Create a user account - Go to uasportal.caat.or.th - Register using your email or phone number and create a username and password - Log in with your credentials

2. Select Operator Registration - Click on the menu option for Drone Operator Registration (for drones weighing less than 25 kg).

3. Complete the registration form – Fill in your personal information and confirm your information – Submit the form to complete the first step of the registration process.

4. Exam preparation - The theoretical examination consists of 5 topics as follows:

1. General knowledge about UAVs, covering basic drone systems, components and maintenance.

2. Air Laws and Regulations: Describe operational limitations, compliance requirements, and legal obligations.

3. Airspace: Covers classification, restricted areas and flight rights.

4. Human Performance – Human Factors: Managing the Impact of Stress, Fatigue and Decision Making on Safe Drone Operations

5. UAV Operation Procedures: Including pre-flight checks, navigation and emergency protocols - Educational documents can be downloaded from the platform.

5. Take the Test - Start the test by clicking the Start Test button - You must complete all 5 sections of the test. The passing score is 30 out of 40 points - If you do not pass, you can retake the test after 24 hours.

6. Print your license - Once passed, your operator's license will be issued immediately. You can print your license directly from the system.

Part 2: Drone Registration

1. Start the drone registration process - Log into your CAAT account and select Drone Registration - Select the appropriate option (e.g. Drones weighing under 25kg)

2. Review the Terms and Conditions - Read the drone registration terms and conditions carefully - Click Start Registration Form to proceed.

3. Fill out the form - Provide the necessary drone details including model, weight and intended use - Review your information and confirm submission

4. Get your registration number - The system will generate a unique registration number (e.g. XX-XX-XX-XXXX) - write this down for engraving or stickering.

5. Check Registration Status - Log in again to check the registration status of your drone.

1. Positioning Requirements - The registration number must be engraved or displayed as a sticker in a visible location on the drone.

2. Size Guidelines - For drones weighing less than 25 kg: Letters/numbers must be at least 3 mm high - For drones weighing more than 25 kg: Letters/numbers must be at least 25 mm high

Ensure that the number is legible and securely posted to comply with CAAT regulations.



 

Consequences of non-compliance

Failure to register your drone or apply for a drone operator’s license by January 1, 2025 could result in penalties, such as fines or seizure of your drone. Compliance helps keep operators and the public safe.
